Before the Illinois lottery, there was Policy, an illegal game of chance and numbers in the late 1800's in Chicago run by powerful people in the community. This story unfolds in a new documentary, "King of Kings". Now, two South Side natives hope to transform a long-abandoned building in Washington Park into a multi-million dollar mixed-use development.
